The reports are audits of accounts for: the Emergency Medical Transportation Project, Model Cities Program, 1975; the Office of Elderly Affairs, 1975; and the City of Newark Minority Contractors and Craftsmen Trade Association, 1976. All three reports, which were submitted to Mayor Kenneth Gibson, include a brief description of the organization or project being audited, observations on fiscal effectiveness, and recommendations, as well as a statement of expenditures in relation to the budget.

The accounting firm Ross, Stewart and Benjamin of 744 Broad St., Newark audited the Emergency Medical Transportation Project and the Office of Elderly Affairs; Lucas, Tucker and Co. of 5 Commerce St. audited the Minority Contractors and Craftsmen Trade Association.
